Forklift Licence (LF) Course
Requirements
High Risk Licence Requirements:
- Participants must be 18 years or over to apply for a High Risk Licence
- Worksafe Victoria requires all participants to be able to read, write & understand English, if sitting for a High Risk Licence
- Participants must have 100 points if ID to obtain a High Risk Licence
- Participants must have a Victorian residential address to obtain a High Risk Licence
Course Requirements:
- Participants must be competent in written and spoken English (Students are required to undertake a Language, Literacy, and Numeracy test prior to commencing the training)
- Participants must have photo ID
- Participants must have a Unique Student Identifier (USI) (What is a USI & Why do I need one?)
- Participants must have a MyWorkSafe Account (if lodging their High Risk Licence application online)
- Participants are recommended to hold their Construction Induction OHS (White Card), if operating machinery
- Participants are required to wear sensible work clothes and steel capped boots, and dress according to the weather for their training
- Participants are required to bring appropriate sun safety protection
MyWorkSafe Account info
Applications for High Risk Licences can now be completed online. Applicants must now have a myWorkSafe account to apply for a High Risk Licence. A factsheet about creating a myWorkSafe account will be included in the Study Pack, as well as the process for not being able to submit your application online. Please note that you can only lodge your High Risk Licence online if you have an Australian Passport, Australian Birth Certificate, Foreign Passport with Visa, or an Immicard. If you do not have one of these documents, you will need to lodge your application, in person, at a participating Australia Post outlet.
Students now have the option to apply online for their licence or go to Australia Post. Australia Post will continue to accept applications for all High Risk Work licence classes, however this option will be phased out during 2020. If students apply at Australia Post they will receive a plastic licence. Students who lodge their application with Australia Post, will need to provide a Passport photo of themselves with their application (the photo needs to have been taken within the last 6 months & preferably at Australia Post).

At our training facility, we have two different types of Forklifts to learn on, a warehouse set up with pallet racking, different types & sizes of loads, a large area outside to practice operating the Forklifts, a truck to load & unload, & several different attachments to use.
Knowledge of any Language, Literacy, or Numeracy issues that participants may have, would enable the training & assessments to address these issues without isolating and making anyone feel uncomfortable. This would be beneficial to know on booking the date of the course that they are attending. This is adult learning and we are here to help. We are aware that everyone learns differently so we aim to deliver the training in a way that everyone gets the most out of it, and are confident in safely operating a Forklift.
The Language, Literacy & Numeracy (LLN) activity that participants are required to complete on the day, involves basic writing, comprehension & mathematical skills.
WorkSafe Victoria also instigated all new compliance requirements & contracts with approved RTO’s and individual assessors of High Risk Licences in 2018.
In line with the new WorkSafe Victoria Conditions of Authorisation and accompanying compliance requirements for RTO’s and individual High Risk Licence Assessors, RTO’s must provide WorkSafe Victoria with a Notice of Intention to carry out High Risk Licence assessments. This notice must include:
- the names of the participants who will be sitting their High Risk Licence assessments,
- the date & approx. time of the scheduled assessments,
- the class of High Risk Licence they will assessed for,
- the details of the equipment that will be used for the assessments, and
- the exact location of the assessments (i.e. name of business and address) that the assessment will take place.
WorkSafe may send an assessor/inspector to the workplace to make sure that all is above board & compliant. WorkSafe will then issue us with an authorisation. Without this authorisation, all paperwork will be null & void and WorkSafe Victoria will not issue a High Risk Licence. If an applicant withdraws from the course or does not sit the assessments as originally notified to WorkSafe, RTO’s must contact WorkSafe as soon as possible with an amendment to the Notice of Intention. Please note that once these details have been sent to Worksafe, it is not permitted to allow a substitution of a notified applicant for a new proposed applicant.
An updated (March 2020) mandated Assessment Instrument has been developed for each unit of competency. The Assessment Instruments have been endorsed by Safe Work Australia, the national body with responsibility for work health and safety matters. RTOs that have HRW licensing units of competency on their scope of registration must use the updated mandated Assessment Instruments. The assessments are the same no matter where you do them in Australia.
We appreciate that some people may be really good operators of machinery that requires a High Risk Licence. This means they should have no problems with the practical, but the theory is what we are finding that people are having problems with. This is why it is so important that you must KNOW the information in the Study Guide. Just reading it is not enough, and you need to have the book longer than a week.
Since this High Risk Licence went national, we have found that the pass rate dropped due to the theory component of this course. We now offer this as a 4-day course for beginner’s as feedback from students who have attended a shorter course, all said that an extra day would prepare them better for the written and calculations assessments.
WorkSafe is aware some RTO’s advertise and are conducting courses for classes of high risk work that are short in duration, for example, a course for Forklift and/or Elevated Work Platform being completed in a day or less, including the licence assessment. WorkSafe is concerned that short courses could present a safety risk to the licence holders, other workers and the community, as rather than the RTO delivering training to the standard required in the relevant Unit of Competency, the RTO is often relying on the statements of prior experience provided by the applicant and inadequate Recognition of Prior Learning (RPL) processes to determine competency to progress to an assessment. If WorkSafe reasonably believes that the RTO is not carrying out due diligence checks in relation to high risk work licensing, including enrolment and RPL processes, the RTO may be referred to the appropriate training regulator (e.g. ASQA or VRQA).
RTO's are no longer allowed to offer assessment only for High Risk Licences. The participant must undergo a session of training with a WorkSafe approved Registered Training Organisation (RTO) prior to their assessments, as per the compliance requirements for High Risk Licences. Without the required documentation of this session of training, the participant cannot apply for a High Risk Work Licence.
All participants are required to study the Forklift Study Guide and complete the Forklift Learner Workbook prior the course. This puts everyone attending the course on the same base level of knowledge. It is very important that you STUDY the information in the Study Guide. Just reading it once is not enough, and you need to have the book longer than a week.
Your answers written in the Forklift Learner Workbook are a guide for the trainer to identify how well you understand the information in the Study Guide, and identify areas that may require more coverage during the training.
All High Risk Licence assessments are CLOSED BOOK assessments and are required to be written in English. CLOSED BOOK means that participants cannot refer to the Study Guide, any other resources, or their notes for the answers. They must know the information required. Worksafe Victoria requires all Participants to be able to read, write & understand English, if sitting for a High Risk Licence. All answers are required to be hand written in words and in English. They are not multiple choice. Please know that we DO NOT have any flexibility with the mandated assessments.
Participants are required to complete a written, calculations and practical assessment for this High Risk Licence.

What to bring
Participants are required to bring on the first day:
- Photo ID (e.g. Australian Driver’s Licence, current passport, Proof of Age Card, KeyPass). If they do not have a Victorian Driver’s Licence, then they will need to bring their photo ID and also an official document stating their current Victorian residential address e.g. bank account statement (with sensitive information blanked out), rent receipt, utility bill, Centrelink Card, etc. If they are unsure, please contact our office before the course date.
- 2 x passport photos (only if you are lodging your HRW Licence application at Australia Post)
- Any other High Risk Licence they may have (as WorkSafe will link them together)
- Their Construction Induction (Red or White) Card, if they have one (not compulsory)
- Their completed Enrolment Form (preferably with an email address listed so we can email the required documentation to them for their High Risk Licence online application)
- Their completed USI Authorisation Form on page 7 of the enrolment Form (only if they require All Skills to apply for their USI on their behalf) & required ID for applying for their USI
- Their Forklift Study Guide (this is required to be studied prior to the date of the course)
- Their completed Forklift Learner Workbook (this is required to be completed prior to the date of the course)
